Abstract
Given the ongoing changes in power systems at all voltage levels, such as the increase of power-electronics based generation and storage, fair and justifiable methods to determine emission limits for disturbing installations in the planning stage become emerging challenges in the field of power quality. The present versions of the relevant IEC reports do not yet consider these fundamental changes. As consequence the joint working group CIGRE C4.40/CIRED was established about three years ago in order to update the IEC reports regarding the new developments and challenges. This paper presents an overview of the envisaged modifications and extensions which have been developed by the working group. It shall serve as basis for discussing them with relevant stakeholders, to get valuable input for the finalization of the work, and to ensure a larger acceptance of the developed reports.
