dc.description.abstractNetwork operators are investigating new methods to mitigate congestions. Utilising flexibility, for example through a flexibility market, is considered an affordable method, among others. This paper introduces a decision-making process enabling the network operators to unlock the necessary flexibility for congestion management in an operational environment. This model relates the cost of an overloading and the financial risk of a blackout to the price a distribution system operator is willing to pay for flexibility.
